RDS CAL compliance becomes difficult when licence purchasing, account creation and server administration happen in different places. The solution does not need to be a large asset-management project. Microsoft documents RDS CALs as either Per User or Per Device and requires an activated licence server for RDS Session Host deployments after the applicable grace period. Always confirm current terms for your agreement and deployment with Microsoft or your licensing provider.
Record the decision, not only the invoice
Keep the licensing mode, covered organisation, agreement or provider arrangement, CAL version, quantity and purchase evidence. For Per User, maintain the authorised user population. For Per Device, preserve device assignment and licence-server records.
Connect access changes to the register
New RDP membership should trigger a licensing check. Departures and device retirement should update both identity and records. The access approver should not assume the infrastructure provider automatically knows every staffing change.

Use RD Licensing Manager reports and directory group exports, but compare them with contractual entitlements. Technical issuance and legal entitlement answer related, not identical, questions—especially under Per User licensing.
