An internal RDS licensing review should answer four questions: what is deployed, who or what may access it, which rights cover that access and where the evidence lives. Collecting those answers in advance is calmer than reconstructing them during an external request.

Microsoft documents RDS CALs as either Per User or Per Device and requires an activated licence server for RDS Session Host deployments after the applicable grace period. Always confirm current terms for your agreement and deployment with Microsoft or your licensing provider.

Document the technical estate

List Session Hosts, Windows Server versions, RD Licensing servers, licensing mode, installed CAL packs and relevant domain or workgroup status. Export reports and record the review date.

Document entitlement

Store invoices, agreement identifiers, provider service statements and upgrade rights. Connect each licence quantity and version to the organisation and environment it is intended to cover.

Reconcile access

Compare authorised RDS groups, active accounts, contractors and device inventory with the chosen Per User or Per Device count. Investigate shared accounts, dormant users and devices that no longer exist.
