The number of RDS CALs is not based on simultaneous sessions. It follows the chosen licence model: the users authorised to access RDS or the devices used to access it. A ten-session technical limit does not automatically mean ten licences cover every person who may connect.
Microsoft documents RDS CALs as either Per User or Per Device and requires an activated licence server for RDS Session Host deployments after the applicable grace period. Always confirm current terms for your agreement and deployment with Microsoft or your licensing provider.
Build a named access list
For Per User, list employees, contractors and other individuals who may access the Session Host. Remove duplicates but not occasional users. For Per Device, list endpoints including shared terminals and special-purpose devices used for access.
Do not forget indirect business patterns
Consider cover staff, external accountants, temporary workers and users who connect only at month end. Licensing obligations can still apply even when access is infrequent. Confirm special cases with your licensing provider.
Tie purchasing to onboarding
Make licence review part of every access request. The person approving an RDP account should update the licence record at the same time. A quarterly comparison between directory groups and the entitlement register catches drift.
